During a press conference call yesterday organized by Virginia House of Delegates Speaker William Howell (R, VA-28), former Federal Solicitor General Paul D. Clement (2005-08) emphasized that Virginia’s Constitution, reinforced by statutory laws, establishes the legislature as the principal authority over Government appropriations. While the Governor has veto authority, neither the legislature of the Governor can act unilaterally.
Mr. Clement made the comments in reference to Governor McAuliffe’s direction to Health and Human Services Secretary William Hazel to present him a plan for expanding Medicaid within the Commonwealth, despite the language in the 2015-16 budget passed by the General Assembly that prohibits any unilateral expansion of Medicaid without approval…continued
